Go to the page you would like to add to a sub-menu (or drop-down menu), and click the "Edit" tab. For this example, we'll add "Attract Visitors" as a drop-down for "Services."

Scroll to the bottom of the page, select the checkbox "Provide a menu link" and fill in the "Menu link title" with what you would like the menu text to say.

Select the Parent menu for this page. In this example, it would be "Services."

There is an alternate way to change the menu ordering/hierarchy.

From the homepage, select the gear (contextual link) from the top menu bar, and click "Edit Menu."

The Menu page should have a four-arrow icon next to each page that you have added to the menu. You can drag & drop these icons to reorder the menu, or slide them left and right to place certain pages as sub-menu/drop-down pages.
