Begin by being logged into yourwebsite.com/user.

On the Admin Menu go over the Appearance drop down -> Settings -> Bella
From here scroll down to the section to ensure that the Bootstrap Carousel library is enabled. Go to Enterprise Bootstrap -> Javascript -> check Carousel.
